The only thing universal is universal access to insurance companies. The policies are nasty little barebones deals with high co-pays and deductibles. Romney isn't about government for the people; he believes in government for the corporations. The compromise was pushed through to 1) not lose Medicaid $ 2) cover the poorest of the poor.
